ECTRI, representing 29 research institutes and universities from 20 European countries, has released its latest position paper on the upcoming Research Framework Programme (FP10). Our organisation continues to underline the importance of integrated multimodal low-carbon transport systems and sustained investment in basic transport research, advocating for innovation that serves Europe’s sustainable mobility future.
Lessons learnt from Horizon Europe
We reflected on the Horizon Europe benefits and lessons learnt in a past position paper issued in March 2024 (https://shorturl.at/Lxwv6). While we acknowledged positive steps in addressing climate challenges through transport research, we have identified critical gaps between excellence-driven research and applied research. The current structure has led to diminishing resources for collaborative transport research, particularly affecting multimodal initiatives.
The Case for Evolution in FP10
The transport sector’s challenges require both technological advancement and innovative mobility demand management. However, the current emphasis on high-TRL projects risks undermining the foundational research necessary for true innovation. In this position paper, we highlights how this approach has already cost Europe its early leadership in areas like electric vehicle development.
Key Recommendations for FP10:
- Create a dedicated EU research program covering all TRL levels with protected funding for long-term innovation
- Connect excellence-driven and applied research by improving transport sector access to Pillar I and expanding collaborative research in Pillar II
- Integrate technological advances with smart mobility management through focused research
- Improve research leadership by engaging experienced EU officers, policymakers and researchers in key decisions
- Strengthen research through collaborative programs with clear private funding pathways
- Boost multimodal transport research with dedicated resources in Pillars I and II
